This article is a good introduction to AQAL considerations for international development from the perspective of development organizations. I would have liked a discussion about taking the perspective of the local people, understanding their priorities and desires, and formulating programs that build on those desires. Programs based on shared values between the local people and the development organization would be most effective (perhaps health care, for example). Other programs may amount more to imposing developed-world values/perspectives on the less-developed world. Poor people don't care nearly as much as we do about ecology or ecodiversity, or labor conditions in textile factories. The conscious intention of the local people to better themselves seems a prerequisite to achieving anything. Humility and respect go a long way. A discussion of working with multiple levels of development would be an interesting topic for a future paper. Regards, Jim Fehrle
